PROACT Expands OT Cybersecurity Services Across MENA

PROACT Engineering is pleased to announce the formal expansion of its OT/ICS cybersecurity service delivery capabilities across the Middle East and Africa region, with the establishment of dedicated operating hubs in Dubai (UAE) and Riyadh (Saudi Arabia) to complement our engineering headquarters in Cairo, Egypt.

Why Regional Presence Matters in OT Security

OT cybersecurity is not a product that can be delivered remotely. It requires engineers physically present in the facility, working alongside operations teams who must maintain continuous process availability, coordinating with local regulatory authorities who have distinct audit requirements and submission timelines, and building the long-term trusted relationships that critical infrastructure operators demand from a security partner.

Our expanded regional footprint allows us to deliver all of these requirements with genuine local presence — not a project manager flying in from a regional hub.

UAE Hub: Dubai & Abu Dhabi Divisions

The UAE hub serves energy, utilities, transport, and government entities operating under the UAE NESA Information Assurance Standards and Dubai DESC Information Security Regulation. The UAE's critical infrastructure sector has seen significant investment in OT security capability following the Abu Dhabi National Energy Company (TAQA) and ADNOC supply chain mandates requiring NESA-aligned cybersecurity programs from all major contractors and operators.

Our Dubai and Abu Dhabi teams are structured specifically around NESA IAS compliance architecture — network boundary security, OT/IT convergence controls, and the supply chain risk management requirements that ADNOC-linked entities are increasingly expected to demonstrate.

KSA Hub: Riyadh Division

Saudi Arabia's NCA ECC-1:2018 and CSCC-1:2019 frameworks are among the most prescriptive OT cybersecurity mandates in the region. The Riyadh Division is structured to support CNI operators, Aramco supply chain entities, and SABIC-affiliated manufacturers navigating NCA compliance requirements — from initial gap assessment through policy engineering and remediation delivery.

Vision 2030 is driving significant investment in new industrial capacity across the Kingdom, including NEOM, Ras Al-Khair, and Jubail Industrial City. Every new industrial facility presents an opportunity to build security into the architecture from commissioning — the most cost-effective moment to enforce zone segmentation and deploy passive monitoring infrastructure.

Egypt Hub: Cairo Division (Headquarters)

Our Cairo headquarters remains our primary center for engineering, training, and project delivery across North Africa. Egypt's critical infrastructure development program — covering power generation, water treatment, and transportation — is creating demand for OT security engineering expertise that was previously met exclusively by international firms with no regional presence or knowledge of local regulatory requirements.

We are actively expanding our Cairo-based training capability, with a dedicated ICS security lab environment for hands-on workforce development programs serving operators across Egypt, Libya, Morocco, and the broader North Africa market.
